I had to dnf remove jgit for the system-upgrade to work.  That was true both this morning and this evening.  I assume this is not relevant.

The system-upgrade seemed to run to completion, but I could not sit with it and watch it the whole time.  I did see a vast amount of clean-up phase warnings of no such file or directory.

After this evening's system-upgrade, I tried no post-upgrade steps.

The grub menu still has both one f-39 entry and one f-40 entry. Each results in a console login only.

The F39 one won't go away until you install another F40 one.

What now?

Can you login and sudo to root?
If so, then try these commands:
Well, I just log in as root.

systemctl is-system-running
"degraded"
systemctl get-default
"graphical.target"
systemctl status gdm
* gdm.service - GNOME Display Manager
Loaded: loaded (/usr/lib/systemd/system/gdm.service; disabled; preset: disabled)
    Drop-In: /usr/lib/systemd/system/service.d
                    |_ - timeout-abort.conf
     Active: inactive (dead)
systemctl status
(I'll try to attach the file that I redirected the output to)
akmods
"Checking kmods exist for 6.10.12-200.fc40.x86_64#[60G[#[1;32m  OK #[0;39m]"
systemctl default
(nothing)
