I found this reference: https://discussion.fedoraproject.org/t/install-media-dont-boot-in-uefi-mode-on-certain-motherboards/71376 but the C option described in it did not work for me. However, I was able to download and install F36 on a USB stick and boot from it without any issue. So I guess this is the only option for me: install F36, then upgrade to F38 and F40.
