This is version of the source code.

1.1.12 is the version of the share object code (.so) that is built from source code versions 0.2.12.
They do not have to be equal and often are not.

Open a Fedora bugzilla reporting the problem and request that the newer version of libspectre may be the fix.
That will give the maintainer a heads up.
