Create  /etc/systemd/sleep.conf.d/somename.conf as a copy of  /etc/systemd/sleep.conf,

and edit somename.conf.   My Fedora Workstation used as a server has:

[Sleep]
#AllowSuspend=yes
#AllowHibernation=yes
#AllowSuspendThenHibernate=yes
#AllowHybridSleep=yes
#SuspendMode=
#SuspendState=mem standby freeze
#HibernateMode=platform shutdown
#HibernateState=disk
#HybridSleepMode=suspend platform shutdown
#HybridSleepState=disk
#HibernateDelaySec=
#SuspendEstimationSec=60min
