I host two site on a digitalocean droplet Vm that is running F38.
It uses let's encrypt for the certs. I can manage the VM over SSH
and get not have to put up with the "wonderful" cpanel.

You might consider use such a VM host service. Mine is costing $6 + tax a month.

(I just checked and if I create a new droplet VM they ofter F38 as one of the OS options).

I started with an F30 VM and have been successfully doing
dnf system-upgrade all the way to F38.
