Thanks to all for your help. I have plug the webcam in a USB port behind the computer and the drawing tablet in the front of the computer, and now the two devices can work when both connected to the computer. Before, both were plugged in the front of the computer, in USB ports side by side. I guess the problem was related to the USB bus that may not have enough power budget for both devices, as Go Canes conjectured.
