The server itself.
I'm suspecting your new device is unable to act as a pass though to other routers.
To be more specific, it doesn't have to be the server.
Take any Linux Box, manually configure the eithernet port to have a public IP address. Connect it to the new ATT
router and see if you have connectivity.
