There seems to be a lag of a number of days from when a new kernel series comes in the updates before the drivers for it are available on rpmFusion. As the pending move from 5.14 to 5.15 kernels.
If you install the akmod-nvidia-390xx package the nvidia driver is built locally on your system. You don't have to wait
for the kmod-nvidia--390xx packages to be available in the rpmfusion repo.
You would see something like the following in /var/cache/akmods/akmods.log.
