I am using Raku's NativeCall.  It only talks to .so's
and .dll's.

I could use time.h if I was programming in C, but I am not.

I still don't understand.
You want to use Raku's Native call, and yet you're not programming it
in Raku (aka Perl 6, or whatever it's called this year)?

ie.

say localtime;
