There is a package/executable called 'rpmrebuild' but it builds a
package from the RPM database and installed files of a package instead
of rebuilding a RPM from the source RPM (.srpm). So, they don't do
the same thing.
It also has a "-p" option that lets you rebuild an rpm file and an "-e"
option to let you edit the spec file before it does the rebuild. I have
used this a few times to fix 3rd-party rpms (like Google Earth).
