Or even update dnf via rpm. Use rpm to do it instead of dnf. e.g.
rpm --reinstall -vh dnf[version].rpm

It should rebuild its database if it doesn't find it as there is
probably a post install scriptlet to do that.

Yes I did the clean metadata and clean all at the beginning, now I did
the rpm reinstall as you suggest but it has not fixed the problem, Dnf
update still produces an Error:
[SKIPPED] ffmpeg-libs-4.2.3-3.fc32.x86_64.rpm: Already downloaded

failed: database disk image is malformed
I have not rebboted or logged out since doing that, if that is requured?
But the erro messag always points to SQLite ...
