Did you do a dnf clean all Probably won't do anything, but resets cached information to latest, a good place to start troubleshooting from. I suggest that you re-install the dnf package from koji, https://koji.fedoraproject.org/koji/packageinfo?packageID=14310 Or even update dnf via rpm.
