Some people got around this by running AP's on their laptops, so it would not surprise me that a Lenovo laptop marketed to governments would have firmware that does not allow simultaneous use of ethernet and wifi. I once attempted to purchase a couple Lenovo laptops, but was told I had to work with Lenovo's government sales office. I was told they normally deal in purchases quantities in the many 1000's, but always had a few extras built so if I could wait until an order was complete I might be able to get one of the extra systems.
