It's the opposite for me.  Clicking without shift jumps to the position,

with shift it pages.



With Shift it jumps to the relative position. Without Shift it
(apparently) scrolls by one page.

It's very interesting that I have the opposite result.
Firefox 75, Fedora 31, Xorg, Gnome desktop.
