You aren't doin' it right. Hold down Shift and *click* (not scroll) in
the scroll bar anywhere above or below the slider. It jumps instantly
to that relative position.

Actually as Samuel says this is not quite what I had in mind. Earlier
versions (without holding Shift) would jump to the top or bottom, not
to a relative position, but it's close enough.
