I think these have been retired because the upstreams for them are
dead, and people were concerned about security exploits.  There were
arguments for keeping them because many applications depend on them and
people doubted the security exploit argument.


FWIW, on my F32 system these exist.

/usr/lib64/libgstreamer-1.0.so.0
/usr/lib64/libgstbase-1.0.so.0
/usr/lib64/libgstvideo-1.0.so.0

And are all supplied by

gstreamer1-1.16.2-2.fc32.x86_64 : GStreamer streaming media framework runtime
Repo        : fedora

This is the current maintained version of gstreamer. His application was looking for the really old one.
