Aside from "why are you still using F27??", you're trying to install the
swift language interpreter (compiler?).
Doing a search suggests that it's an xmpp client. There are Linux
downloads at https://swift.im/downloads.html but only debs. It appears
that openSUSE has rpm packages. You can download them from
https://pkgs.org/download/swift-im but I don't know how well they will
install in Fedora, especially considering how old your version is.
There are many other xmpp clients if you can't get this one working.
