A question and a test.

If your NAS doesn't have ethtool how are you certain what speed it is connected at?

Well, move the cable from the back of the NAS to the back of the machine with the issue.
This way the machine gets the cable and the port which you believe to be working.

Meaning, it could be the port on the router which has an issue.

And, BTW, what is the make/model of the router?
