30 (X86_64):
to ~/.bashrc add the line
export LC_TIME="C"
Below is a copy of .bashrc with added line at the bottom:
[root@Workstation-1 bobg]# cat ~/.bashrc
# .bashrc
# User specific aliases and functions
alias rm='rm -i'
alias cp='cp -i'
alias mv='mv -i'
# Source global definitions
if [ -f /etc/bashrc ]; then
. /etc/bashrc
fi
Hi Bob, I could be wrong but from the cat ~/.bashrc you have shown here,
the export command isn't there.

What have I done wrong? I just made the same change on a second Fedora
31 computer and it shows 24 hour time ...
