The GeoIP database is used to resolve (to the best of publically-available data) IP addresses to geographical location. Bind can use that information to, for example, give country-specific answers (so you could direct customers to a local server). See https://kb.isc.org/docs/aa-01149 As might be implied, the "-City" database resolves to that level. If that's not necessary, you can use the much smaller "-Country" one.
