I have all my DHCP logging go to a separate file.  To do this, comment out your log-facility in dhcpd.conf
and add this just after the '#### RULES ####' comment in /etc/rsyslog.conf:

  action(type="omfile" file="/var/log/dhcpd.log")
#  if $syslogseverity >= 4 then stop    # warning
#  if $syslogseverity >= 5 then stop    # notice
  if $syslogseverity >= 6 then stop     # info
  if $msg contains 'incoming update is less critical than outgoing update' then stop
}
Restart rsyslog "systemctl restart rsyslog.service".

Any severity greater than 'info' will also be logged to /var/log/messages.

Since you're adding a new log file, edit /etc/logrotate.d/rsyslog and add /var/log/dhcpd.log.

Do you have the rsyslog package installed?  That's what provides /etc/rsyslog.conf.  The file /usr/share/doc/sudo/examples/syslog.conf is provided by the sudo package.
