5.2 does seem a little broken on the 9380. I was frequently bothered by an Intel video driver bug that caused the mouse cursor to be invisible over some regions/applications. That bug was fixed in 5.3, so I've updated to Fedora 31 (beta).
I never saw suspend problems. That could be for different reasons. I *only* suspend using Fn-End(Sleep) on the keyboard. (I don't trust any computer running any OS to suspend on lid close reliably.) But my guess is that I changed the configuration, adding "mem_sleep_default=deep" to the kernel command line. Dell's firmware indicates that the system should use S2 idle, if I recall correctly. That configuration resumes much faster, but uses more power while sleeping.
