Yes, research is required.  Especially in the event one may be using some of them.
I would not willy-nilly erase all of them.

But, reading the DNF man page:

Lists extras, that is packages installed on the system  that  are not available in any known repository.

And some cursory checks on an F30 system:

Suggest some of them may not be available in the F30 repos.
