It wouldn't use it silently. Did you import the key using rpm? Maybe
the package isn't really signed. Or maybe dnf doesn't enforce the
signing check when installing rpms directly.
2. It acted like I used the "--refresh" option, though I did not include
that option in the command line.?? Is the "--refresh" option no longer
needed?
dnf will automatically do a refresh if the repos haven't been checked
for some time.
