I guess you did "dnf info openvswitch" and "dnf info libhugetlbf"? I'm guessing those are what resulted in the reservation of the ID's. And, since you're not going to use them just "dnf erase" them. Taking note of what else may be removed. FWIW, I just installed those 2 packages on a VM and the user and group entries were created when they didn't exist. Erasing the packages didn't remove the entries.
