The WoeUSB package is designed to write Windows ISO files to
USB. It's far more likely to support Windows than the
MediaWriter tool which is primarily for writing Fedora
images.
The custom image support in MediaWriter might work for some,
but I'd be surprised if were regularly tested against or
worked reliably with Windows images.
I did get WoeUSB to work with Windows 10. It boots
both legacy and eUFI. My notes:
