That information and control should be available through /sys, but I've
never used a Pi.
cat /sys/class/thermal/thermal_zone0/temp
and divide the result by 1000.
And CPU frequency control and monitoring should be somewhere under
/sys/devices/system/cpu/. Look for *cpufreq*.
