This kind of issue arrives in the list several times....

Fixed by either....

1.  Waiting until the fixes get pushed to stable.

2.  Running "dnf --enablerepo updates-testing update offending-package.

[root@f28k-b1 ~]# dnf --enablerepo updates-testing update hplip
