upgrading right now, but I'm not sure which releases that affects. I
wouldn't worry about downgrades, just do the system-upgrade and the
packages will eventually update after.
Also, the packages downloaded seem to be signed with a different Key
giving errors like the following:

file:///etc/pki/rpm-gpg/RPM-GPG-KEY-fedora-27-x86_64
Public key for zstd-1.3.6-1.fc28.x86_64.rpm is not installed. Failing
package is: zstd-1.3.6-1.fc28.x8

This is strange. Why is it trying to use the F27 key for F28 packages?
Make sure the F27 install is fully upgraded and try again.
