Just for reference, from an F28 system that works:

tun0: flags=4305<UP,POINTOPOINT,RUNNING,NOARP,MULTICAST>  mtu 1412
        inet xxx.xxx.xxx.xxx  netmask 255.255.255.255  destination
xxx.xxx.xxx.xxx
        inet6 xxxx::xxxx:xxxx:xxxx:xxxx  prefixlen 64  scopeid 0x20<link>
        unspec 00-00-00-00-00-00-00-00-00-00-00-00-00-00-00-00
txqueuelen 500  (UNSPEC)
        RX packets 1162  bytes 180876 (176.6 KiB)
        RX errors 0  dropped 0  overruns 0  frame 0
        TX packets 1595  bytes 122221 (119.3 KiB)
        TX errors 0  dropped 0 overruns 0  carrier 0  collisions 0

So the most likely thing is the routing isn't getting set. "ip route
show" would reveal that.
