The reported behavior is related only to Fedora Workstation (GNOME).
Also Fedora 28 doesn't ask you to set a root password.

There are several different ways of installing, including using a live image or the net installer which have different options. If you don't create a user in the installer, you will get the initial setup screen on the first boot which will let you create the initial user, but not the root password.
