I just did a VM install of F29/XFCE from the live XFCE iso and you can set the root user password in the installer. You can also create a normal user and set its status to "administrator" in the installer. Exactly like F27/F28 did. Technically, this thread belongs on the fedora-test list as F29 is still Beta and not yet released.
