You're installing the system without an internet connection. This means the install process has no connection to NTP servers and really no idea where it is in the world. So, it must then default to somewhere. It isn't logical that just because you've picked Ukrainian that the system is located in the Ukraine. -- Conjecture is just a conclusion based on incomplete information. It isn't a fact.
