Just for the sake of completeness on the thread, how did you resolve it?
Did you add the lines to dnf.conf to access your proxy properly?
There's not a good way... Ideally DNF would skip the proxy if not available but there doesn't appear to be an option for that so I just comment out the proxy option in /etc/dnf/dnf.conf when I'm outside of my home network.
