Just a note to others on this thread. MATE has its own "built-in" eyes that goes on the panel. So, let's not get off-track. The "panel eyes" of MATE are supplied in the package mate-applets. The current version is mate-applets-1.20.2-1.fc28. Is that installed? If it is, you may still want to try "dnf reinstall mate-applets" to see if that changes things. -- Conjecture is just a conclusion based on incomplete information. It isn't a fact.
