The nearest thing I can think of is "xeyes".  With help from other members of this list, I installed "xeyes" on my workstation w-a-a-a-y back in 2013.  "xeyes" is a part of "X.Org X11 applications":

If you don't already have it, just install it using dnf.  The executable will be "/usr/bin/xeyes".  The 2013 Fedora users list thread on this is here:

Note that back then, we used "yum" instead of "dnf".

Now if only someone could tell me how to get "xsnow" working properly in Gnome and KDE!
