I did some further troubleshooting and I only experience this behaviour
when I am using Waylang, additionally, when I launch the KVM guest I
get the following message. "Virtual Machine Manager wants to inhibit
your shortcuts," and just below that message there is, "you can restore
shortcuts by pressing Super+Escape," the available options I have is
'Accept' or 'Deny' if I chose any option I see the same behaviour with
the mouse.

Have you seen this behaviour before?

I have reason to believe that this is can be a bug.
