Ha! It wasn't the virtual machine at all, it was
my output audio device selection failing to stick
to HDMI out across a reboot. I couldn't hear sound
from local apps on the system either.

I suppose I'll have to put a pacmd script in my
startup scripts to always set the audio output
if fedora 28 is going to forget it all the time.
