Now, I'm trying to decided what component to file the BZ about the install failure when grubby is erased. I'm thinking it should be filed against "kernel" and that an added require of /sbin/new-kernel-pkg be added to ensure grubby is installed. -- Conjecture is just a conclusion based on incomplete information. It isn't a fact.
