Probably related to how you're starting it then. There are several supplemental processes (e.g. gnome-setting-daemon) that need to be running as well.
I did try though gnome-screensaver then gnome-screensaver-command --lock and it worked.
Ok, good. Maybe you can make a shortcut for it, although that might not work for the same reason.
If you're going to be running the desktop anyway, why don't you start in graphical mode?
