That might be like asking "Does anyone use big5 or GB2312 in the UTF8 and Unicode
world?"  And the answer would be Yes.

The Taiwan Government still uses big5 in some cases.  Some sites in Taiwan still use
big5.  And in the PRC the Government there still uses GB2312.
