In order to determine that, someone who can reproduce the problem needs
to revert that specific change on their system.
I can't reproduce the problem, so I can't test this. For me,
NetworkManager-wait-online already works correctly.
I've asked you and others to provide more information about the
network-online problem several times (for example
https://www.spinics.net/linux/fedora/fedora-users/msg479604.html), but
it seems like people would rather bitch about systemd than provide the
information necessary to fix the problem. As far as that goes, this
looks like a bug in NetworkManager, if anything, and not systemd.
