I initially observed it when trying tor remove VirtualBox. Just now I
did some debugging, it seems to happen regardless of whether the package
name is valid, e.g.

I tried dnf clean all and it didn't help. Does anyone have information on this
problem and how it may be fixed?
What package are you trying to remove? Give the entire sequence, not just the error.
