I strongly suggest you upgrade to a supported version of Fedora.  It will have a newer kernel which could possibly solve your problem.  F24 is EOL.
Thanks Samuel, as it turns out this morning I upgraded to f26.

dvb_usb_rtl28xxu has issues with this card, it fails to tune.
However, once (the system was rebooted a number of times) running scandvb
managed to tune one multiplex (out of five here), the same one on all four tuners
(I have two cards installed and each has two USB tuners).

I am ready to provide logs and run tests if it helps.

I am now running with some old USB tuners I had around, with some failures
which I will post separately.
