FWIW
On my Thinkpad X260, Fedora 25 (fully updated), Gnome3
adding the following line:
HandleLidSwitch=ignore
to
/etc/systemd/logind.conf
allows the PC to not suspend when the lid is closed.
This was after a restart. A simple logoff/login sequence
was not sufficient.
Also, this is true using either X11 or Wayland.

That stops the machine from suspending or hibernating, but
the network still turns off -- even though the rest of the box
stays up.
I realized (too late) that I should have mentioned in my initial
response that I had no trouble accessing the cover lid closed x260
via ssh and ping from other computers
