Yea, I found some old reports as well, but I definitely didn't change the state of any of the systemd-* or dracut-* services, and /run is a tmpfs, so it definitely isn't leftover from a previous boot. I've just noticed that one of the things I setup was a /etc/tmpfiles.d entry for the stunnel service, but I didn't create the stunnel user yet. Maybe the error handling is so bad in the tmpfiles service that it just quits without ever getting to the nologin code.
