Yes, I am seeing the same message. Had a number of other updates, and
those were not going thru either, so had to manually do a dnf upgrade other
to get those installed. Don't know why it said skipping, but wouldn't continue.
You can still proceed with the installation . It just informs you
about skipped packages.
Actually, no. DNF bails out completely on a failed transaction, leaving
all other updates uninstalled.
