Is it possible that the NAS doesn't handle it well when both mounts occur at the same time? Either way, try adding "x-systemd.requires=/mnt/nfs" to the CIFS options in fstab. That should tell systemd to mount them sequentially.
Thanks Samuel, I have added that option to the CIFS mount in fstab and with the cold boot I have just done this morning the two mounts were serialized and the CIFS mount worked. I will have to keep monitoring the process to see if it continues to work as I am in the situation at the moment where every second cold start the mount fails and every second mount the process works fine, but also seems to not have any issues after a warm boot.
