Thanks for pursuing this.  I noticed that deltarpms weren't
consistently happening, but I thought that someone had decided they were
not needed or something.  Part of those continuous Fedora changes.

Like an ISO 9001 factory, continuous improvement.

I've noticed something else, but haven't mentioned it.  It seems that
the updates repository grows constantly in size, and that dnf downloads
the whole thing every time.  Is that part of the deltarpm change, so it
will only download the differences now?  It seems a waste to download
all the information that is already here again.
