Not knowing how you're making modifications to your system I suppose I would

grep clientmqueue /lib/systemd/system/*service

to see if a file with that info hasn't been inadvertently created.  And that, if you've
enabled the sm-client service that the symlink
/etc/systemd/system/multi-user.target.wants/sm-client.service →
/usr/lib/systemd/system/sm-client.service is actually pointing to the correct place.
